The permitted height of a building is more clearly defined in the new code and in the CBD will require a third story to be set back (around 8' I think) from the walls of the second story. This will make the third story not visible from the streets or sidewalks near the building. If all of the buildings in the CBD were built up to three stories by old code standards, they would obstruct the view much more than three story building built to new code standards. WLHS has mislead the community with its diagrams and descriptions of what the view under the new code might be.
