in case the City doesn't offer any feedback loop, how are the Listening Sessions and the Open Houses being brought into the process? There should be a transparent process at these open houses for folks to make comments, and for staff (or someone trustworthy) to gather feedback so it can be meticulously tracked BEFORE the hearing. When we do these open houses, we gather comments and make a spreadsheet with the date, comment, the page number, and a column that tracks what changes are made as a result of the comment. We would go through the spreadsheet prior to any hearing. We would do a work session to work on the comments, then have another draft ZO to review at PC, and then schedule a hearing after the final 'final' draft is done.
